As of March 2020, CareStar is one of 76 organizations to hold this certification nationally. Our voluntary CHOICE® program offers you the option to purchase the natural gas you use from a certified supplier instead of Columbia Gas. If you choose to purchase your gas from a different supplier, we will continue to deliver the same reliable service to your home or business, read your meter, perform safety checks and respond to emergencies.
By doing this you are exercising your rights under the Energy Choice Ohio program. If you have the Standard Choice Offer with your utility, you are not taking advantage of energy choice Ohio. Your rate changes monthly and is totally out of your control.
Ohio’s HOME Choice Program
If you choose not to participate, your supplier will not change and there is no change in your bill. Since many suppliers require you to agree to contract terms, you’ll want to know contract length and if you can cancel. Shawn Smith, Executive Director of OHFA, was elected to the National Council of State Housing Agencies Board of Directors during the annual conference in Houston. Board officers and directors are nominated from among and voted on by the executive directors of the member state housing finance agencies.
In 1998, CareStar obtained a contract to provide Intake and Case Management services for the OHCW Program in half the State of Ohio and in 2004, CareStar became the sole Statewide provider for this contract. We are proud to maintain our 22-year history of serving fellow Ohioans. Children and youth may also be eligible for OhioRISE due to certain urgent conditions.
HOME Choice: Helping Ohioans Move, Expanding Choice
As the state's affordable housing leader, the Ohio Housing Finance Agency offers a variety of programs to help first-time homebuyers, renters, senior citizens and others find quality affordable housing that meets their needs. If you are part of a community aggregation for natural gas, just know that you have a choice. You can leave the aggregation and shop for a new natural gas supplier at any time.
Individuals and family members/guardian will work with the long-term care facility and HOME Choice transition staff to apply, discuss options and coordinate services and supports. CareStar has partnered with Managed Care Plans to complete telephonic and in-person Health Risk Assessments, Health Needs Assessments and care planning for eligible members. CareStar completes the assessments to gather updated health history and to determine if there are any identified health or social service needs. Risks identified for the individual during the assessment are reported for additional care management follow-up. CareStar is committed to helping identify an individual’s needs and providing resources when necessary.
Shop Natural Gas Plans
If you are part of a community aggregation for natural gas in Ohio, we recommend that you check the price quarterly against other Ohio natural gas suppliers in your area. It’s your right to make this apples to apples comparison under the PUCO Energy Choice Ohio program. Since 2015, CareStar has been a proud provider of Options Counseling for the Ohio Department of Developmental Disabilities .
Options Counseling helps to educate residents and their families to all options available for receiving long-term care. If you do not shop for your natural gas supply, you will pay the Standard Choice Offer rate. The SCO changes monthly based on the NYMEX month-end settlement price for natural gas , plus a “retail price adjustment” that’s determined at an annual auction. Funded through the Hamilton County Senior Services Levy, the Senior Support Navigation Program is focused on reducing the gap between complex healthcare needs and senior access to local healthcare services. The Agency also works with developers and property managers of affordable housing throughout the state.
Think of the NYMEX, or New York Mercantile Exchange, is a stock market for energy commodities. Trading in this commodity market determines the daily national market price for natural gas, and the cost for natural gas at each delivery point. Supply, demand, weather (think, “2016 Polar Vortex) all impact the price for natural gas. Individuals who qualify and are enrolled in the Program will have a CareStar Case Manager assist in the development of a Person-Centered Service Plan to identify services specific to their individual needs. CareStar Case Managers are Registered Nurses and Licensed Social Workers, who work directly with individuals in their home and are dedicated to ensuring the health and safety of individuals in their home and communities.

HomeChoice was developed as a response to underserved individuals who have waivers but struggle to find providers to service their needs. Each year, thousands of hours of services go unused by waiver recipients, and HomeChoice was developed to help individuals and families to fully utilize their waiver benefits. Administered by CMS, a QIO-like Organization is made up of a group of expert healthcare clinicians and professionals contracted to complete utilization reviews and analyze patterns of care related to medical necessity and quality review. State Medicaid Agencies and organizations contracting with CareStar for QIO-like services are eligible for an enhanced Federal match of funds up to 75 percent. The QIO-like Certification is one of CMS’s most significant programs to improve quality and efficiency of healthcare delivery.
Ohio’s HOME Choice program transitions eligible Ohioans from institutional settings to home and community-based settings, where they receive services and supports at home and in their communities. Plus a lot of providers put variable rate natural gas plans on the Energy Choice Ohio gov site. Variable rates are the ultimate “bait & switch” natural gas offer. But, every utility choice program comes down to one thing — choosing to secure a fixed rate for your Ohio natural gas plan. The Ohio energy choice programs let you choose the supplier of your natural gas .
There’s no early termination fee if you want to leave the aggregation. And even if you shop for a natural gas company the local utility company still delivers gas to your home, sends your bill and responds to gas safety issues. The only real change is that you choose to secure your rate for natural gas. HOME Choice is a Medicaid transition program that assists eligible Ohioans age 18 and older to move from a long-term care facility into a home and community-based setting. Effective with your April, 2022 bill, Volunteer Energy Services, Inc will no longer service Columbia Gas customers enrolled in the CHOICE® program.
We recommend that you shop by zip code, and sort plans from low to high. Most consumers pick a 12-month fixed rate natural gas plan. Depending on the time of year, you can get a low gas rate by picking a longer or shorter contract term.
